What is Technical Monitoring under PAS 2035?
Technical Monitoring is an independent quality oversight function required by PAS 2035 for medium and high-risk retrofit projects. The Technical Monitor is appointed independently of the installer and is responsible for verifying that installations comply with the approved design, PAS 2035 standards, and any scheme-specific requirements. Their role protects the integrity of the project and the interests of the occupant and funding body

The Technical Monitor must be appointed independently of the installer — they cannot be employed by or have a commercial relationship with the contractor carrying out the work. Typically they are appointed by the Retrofit Coordinator, managing agent, or client. StepSoft provides independent Technical Monitoring as a standalone service, ensuring genuine impartiality and robust compliance oversight.

StepSoft’s Technical Monitoring includes: pre-installation design review, mid-installation site visits, post-installation compliance verification, photographic evidence review, identification and recording of non-conformances, and production of a Technical Monitoring report for inclusion in the project file. All monitoring activities are documented in line with PAS 2035 requirements and TrustMark expectations.
The number of site visits depends on the risk pathway assigned to the project. PAS 2035 sets out minimum monitoring visit requirements based on risk level. Higher-risk projects — such as those involving external wall insulation, solid wall insulation, or complex ventilation measures — typically require at least one mid-installation and one post-installation visit. StepSoft advises on the appropriate monitoring frequency for each project.
No. Building control inspections assess compliance with building regulations and are carried out by approved inspectors or local authority building control. Technical Monitoring under PAS 2035 is a separate quality assurance process focused on retrofit-specific standards, scheme compliance, and ECO funding requirements.
